Question About Dynamic Queue (Normal Draft)

So, back when Team Builder was introduced, it had this very nice feature of giving players easier matchups when they'd play a new champion in the PvP environment, and it was nice to try out new champions in the real world, not only against bots.

Does DQ do this still? And if not, do you plan on addressing this in the future? Because I feel someone's Normal MMR games may be on a level, but maybe that person is really bad on the new champion they are trying, and the game would become really hard for them.
