How to bring back Championship Riven

Hey! I was thinking what the best way would be to bring back Championship Riven. I think the price of the skin shouldn't be only RP, instead only the players who have (for example) 100k champion point on Riven could buy the skin. Of course they would still need to pay RP, but at least the players who actually play Riven would be able to buy the skin. I think with this idea, the skin would be still pretty rare, especially if it could be only bought for a few days. All in all, players who play with Riven a lot would have a chance to buy the skin, and others who would only buy the skin because its rareness couldn't buy it.
