My Intenet Speed

So I have AT&T and my internet speed was really decent (28 Mbps Dwn and 15 Mbpd Up) but recently I've noticed that my ping is skyrocketing (used to be 63 now its 84-400) and my downloads are taking forever especially on my PS4 (left it in rest mode to download battleborn beta for an hour only to get .200 GBs downloaded ;A;). I checked my internet on Speedtest and it said Im getting 4Mbps Dwn and 1mbps Up. I reset my router and its still the same. So my question is what do I do? Im actually considering switching to Xfinity cause there's always something wrong with my AT&T connection.
