Chat rooms and Clubs filled with silence ?

I've been wandering why is it that every Chat room i join is silent nobody talks and the only thing you see is: x person joined, x person left, i try to type some random shit just so i can start some kind of a conversation with somebody but nobody responds and it feels like i'm the only person in the chat room when in some there is about 10-15 people who are online (with the green dot next to their name) the same goes for clubs. My question why is that ? Are people shy ? Are they too cool to type something in ? One of these silent chat rooms is the Surrender at 20. So what gives ?
