ADC- stands for ATTACK DAMAGE CARRY. AD, not an AP, im okay with people having weird bot lanes, but its called ADC for a reason. Even AP champs like (teemo, lulu, kenne) can still get something out of AD, and alot of ADC can be built AP but are better as AD bot lane.

The issue is that, what exactly does ADC Veigar offer? Let's consider ADC Veigar seriously. He has 525 attack range, sure there are ADCs like Lucian, Sivir, and Kog'Maw that have a slightly lower range (500), but they have ways to reliably poke people even behind enemy minion waves. Even Teemo has a built-in attack speed buff when he breaks his camouflage combined with his poison on-hit, so he would benefit from going traditional ADC, effectively an ADC that can counter other ADC's with his blind and poison. Veigar gains no benefit from the traditional AD build, and the only thing he can count on somewhat is that if he can use his wall-stun, he can maybe set up better ganks for a jungler, especially if combined with a Thresh.

So in that regard, I can see what you are going for, but the issue is that even in bot-lane Veigar and Thresh, optimally you would be going support Veigar and Thresh would be better as an ADC. Thresh is a better ADC because he has his E, which scales off AD and inflicts bonus magic damage from his AD in addition to the number of souls he has. If you were going Support Veigar with Thresh ADC, the opposition would not be as vehement since Thresh is known for being a potential ADC if not going support, and there is no strict definition on who can go support, only what a support is expected to do.

I understand that its more likely that you just want to play ADC Veigar regardless of what people expect, but people simply don't want such unconventional picks in Normals or Team Builder. Usually people make or join custom games to play whatever they want, and try out such off-meta picks in the mind of 'breaking the meta.' The issue is that in Normals or Team Builder, people go there to win without heavy expectations and pressure of Ranked, but they still want to win and wish to ensure their chances of victory. To accommodate you, they would have to sacrifice a lot in forgoing a traditional ADC to let you have your way, and there is no guarantee that you could win the game for them.

There is a really big difference between "off-meta" and just plain Bad. I would explain Veigar ADC and which category it falls in...but i dont think it will have any effect.
