Reporting system

Why is it that when im in skype with my entire team besides one, and 2 of the enemy team summoners are saying the n word and other terrible things non stop, that when my entire team plus maybe some of the other team report them i get 0 message saying like "A recent person you and your comrades have reported has been punished by the tribunal" its pretty self explanatory that they deserved some sort of punishment
