Personally, I think Leagues have potential to be very useful. However, I don't give a damn about Leagues right now because it means absolutely fuck all. I'll elaborate on both these points separately.
Leagues don't matter
I'll cover this first because it is shorter. Beyond Tier and Divisions, Leagues mean diddly squat. The list of people in the League doesn't matter because you don't encounter them exclusively. Their most played champions also do not matter since you don't encounter them and even if you did, there are no stats to go over. Leagues are only useful for measuring your personal progress. It has no functional purpose outside of making the ranked system seem slightly less daunting to the masses.
Potential
We can barely get through a week without some news about eSports. Why haven't Leagues been made more useful to reflect this eSports focus?
Why can't we see stats for picks and bans in a tier or division?
Why can't we see champion performance comparisons in a tier or division?
Why can't we see towers taken, average CS, average game time? Stats like first blood time, first dragon, first baron, first turret takedown.
Why can't we see trends? Pick and ban trends, itemization trends, win/loss trends based on picks and bans, win/loss trends based on roles, honor/toxicity trends.
There are so many variants of information that can be incorporated into this system. Making this type of information available about the ranked system will help educate the masses about what is and isn't important. If you started displaying the average CS of each division and an observant player might be like, "Oh snap, the average gold at 10 minutes in silver tier is higher! Why is that? Hm... Their average CS is higher and their first turret falls faster.", I don't know about you guys, but that seems like a good start for letting people figure out what kind of shit is important in ranked, what the differences are between the tiers.
You main Zed in Silver? Check your performance on that champion relative to the Tier and Division. Looks like you're performing below average on all fronts from higher number of deaths, lower GPM per game and an item build that no one else uses, no fucking wonder you aren't getting anywhere. Compare your Zed performance to the average Zed in Diamond and Challenger, oh look - more GPM, less deaths, more assists, different item builds and skill order. Doesn't this type of info sound way more useful for progress tracking/improving instead of an arbitrary division + rank based on LP?
Some players might not give a damn about playing much but want to crunch the stats for Diamond 1 and Challenger to figure out what the possible trends are for an upcoming tournament. "Hm... Late game carries are prominent right now with Lucian as an exception, but his average winrate in D1/CH starts to nosedive the longer the game goes. Oh look, assassin picks have gone up by 3% this week on top of a 5% increase last week. The slightly lower increase seems to have be accompanied by a higher pickrate for the Exhaust summoner spell and a decline in Ignite picks. Coincidence? I think not."
You don't need to teach people how to interpret all the stats/numbers, you just need to provide them and the people who want to/can make use of them will do so.
I like looking into these types of things, so I would naturally be more interested in Leagues if this type of info was available. Additionally, having all these stats at your disposal makes it easier to advise players seeking to improve. The ability to contrast their performance with the average of the next tier or division up will help in setting benchmarks.
So final answer to are Leagues worth fixing? Yes, most definitely.
