@Riot - Is the Spectator ever coming back?

Often times, I like to take a break and watch other people play. It's sad the spectator option is not in the client anymore. Is it ever coming back? Is there a reason for its removal? Even if it does come back, any chance we can spectate ranked games again and not ARAMs?
