Server Lag or no?

Have any of you people been lagging ingame without explanation? My computer was fine this morning ,lowping etc. I have the game set on lowest setting, have a ping manager, and razer game booster. I have 5 bars of internet and my computer is literally next to the router. My FPS is high 70s to low 80s, but my ping remains from 180 to randomly jumping to 400. And when there is the "Attempting to reconnect sign" above me I cant move my character but I can see the enemy characters moving. Any ideas on how to reduce the ping(or is it server lag?)?
