All of my problems would be solved if
a surrender vote would succeed being 3/2. This is majority, why do 2 people have the power over 3?

Think of how terrible everyone would be if surrender at 3/2 was a thing... nobody would ever learn how to play from behind. The game would basically be whoever is winning, even by the tiniest amount, at the 20 minute mark wins. God that'd suck.
Maybe make it surrender at 3/2 if the enemy team's cumulative gold count is more than 50% above yours... but in general, people surrender WAY too easily even as it is and thus would never learn how to play from behind if this were implemented.
Just because a majority can surrender now wouldn't mean people wouldn't say no to surrender votes.... Whenever I vote to surrender it's usually because the other team wins mid game, but they outscale us late game. If they outscale you, chances of a comeback are very little. Even then, when I play normals it's because I want to have fun. Not because I want to win. Losing for 40 minutes then winning in less than 2 is not fun.
You know how horrible League would be if 3/2 was enough to surrender? You know how easily people give up? I guess you do because you are definitely one of them
