RANKED POWER LEVELING and other SPAM

Me and my friends are constantly getting spammed for power leveling and make money quick schemes. Generally these come from level 1 accounts. I would love a way to be able to not get friends requests from a level 1 account or a better system in place where they are not able to add mass amounts of people. Rito PLS.

Any suggestions to weed out the spammers?
