With so many players in the game, most have joined League of Legends after rare skins were already unavailable. Skins like Black Alistar, King Rammus, and Human Ryze should be brought back, at least for a limited time to give players that opportunity to have these skins. I for one started playing at the end of season 1 and never had the chance to get King Rammus. I'm sure the League community would love to have the chance to have these skins!
Black Alistar and Human Ryze were given to those who pre-ordered the game. League of Legends: Clash of Fates was the first game made by Riot Games, a then unknown developer. People used their money to buy LoL, when it wasn't very popular at all. It would be very unfair to those who put their trust into this game at the very beginning, to have easily bought for RP. So while I would actually like to obtain Human Ryze very much, I disagree with you. Those skins should not be made available.
On the other hand, it would be nice to obtain Legacy skins. Legacy skins are old skins deemed outdated, and have since then been removed from the store. There are certain legacies that I think look quite nice, and I would like to buy them. Legacies can still found in Hextech Crafting, or in special event shops.
I'd give my unborn daughter for a King Rammus skin lulz just kidding..... But seriously I wish I have had it for years now......
