Buying Champion shards with IP for Mastery upgrades

Dear riot,

From your friendly...lets be real...from your haven't been toxic in a really long time Morgana main Bulmoug. I like most other players enjoy the hextech creation for skins and champion shards. But in order for me to get enough blue essence I have to spend at least 20 or so bucks for some chest. I was wondering if you can add to the system a way to spend your extra IP on some champion shards so like re-buying the champion to get a permanent shard, so that we don't have to wish on luck for champions during chest and so that the people who don't spend money can grind their way to champion lvl 6 and 7 mastery without having to wait a week for a chest and 25 or so games for 4 key fragments and a hope that you get enough blue essence for a upgrade.
