I was looking to gift a friend returning from vacation who had begun playing League a week prior, and I figured the Starter Pack would be the safest bet (Champion Mystery isn't really that enticing, and the starter pack doesn't cost a lot) but you couldn't give away bundles.

It would take a little while to implement - bundles have scaled pricing values, based on the content you already own, so there would need to be a check against their account somewhere in the process.
It's certainly not impossible, and it would be pretty cool, but I wouldn't expect to see it soon. Maybe with the new client next season?
I would love to be able to be gifted bundles!
