@Riot I need some help about refund

I just bought Jinx 2 days ago with 6300 IP and didn't know that Riot would put her on sale so does anyone know can I get my 6300 IP back and buy her with RP? The reason why I bought Jinx with IP is because I was so excited about her new skin and I had 6300 IP + enough RP to get her new skin which I did. But as a fairly new player I would love to get my IP back since I can use it for other things such as; runes, expanding my champion pool etc.

I would appreciate if any Red enlighten me about this situation.
