So is Hextech Crafting broken already?

I see at least 20 posts a day about how people haven't received any keys or chests in a incredibly long time, myself included. I have scored a few S ranks, won plenty of games, but it seems like no one and I mean NO ONE is getting anything from Hextech anymore. What happened? What are people like me who have 3 chests just waiting supposed to do? I mean, obviously, I could spend money and buy a key, but if that's the solution, then what is the point of key/chest drops in the first place if we ultimately still have to pay? Is there some kind of plan to fix this at all?

I agree. Riot updated their hextech crafting guide online with this. I personally call BS but that's the current policy. Hopefully after a few months of people really disliking the system Riot will bump up the drop rates.

The drop rate for key fragments is a curve, not a line. With each fragment you earn, the chance to earn your next one goes down slightly. This number resets roughly every thirty days after you earn your first key fragment.

We wanted to give players who didn't play as frequently a good drop rate for keys, without making it feel like farming was mandatory if you wanted keys.

That only demonstrates that League of Legends players don't read; a fact that has been established by the number of bug reports for things that are covered in the item description and patch notes. item 3302 item 3042

I see you don't play other video games and are thus unfamiliar with case/crate systems; they've been around for years.

No, they are not "exempt"; they just get a regular reward schedule that you find in case systems. It's so that players that play less aren't excluded from a sample of the HexTC system even if it doesn't work to draw them to play more. So that maybe they'll be persuaded to buy crates anyways, even if they aren't playing. If they buy keys, so much the better.
