Why does is take so long for you to implement necessary features such as: Sandbox mode, Replay system, A working Tribunal, Updating neglected Champions. Are you guys lazy or do you not care about the players. I guess LC$ BIGPLAY$ and money is all that you care for.
Really I would assume they haven't been working on a sandbox mode especially when they stated their stance on it, granted they did state that they would reconsider, but that usually means it's at the bottom of the list. Replay mode has been talked about since god knows how long, and it is a shame that there is nothing to show for it! Both of these I would assume aren't that big of a deal since they would more than likely be given for free and thus probably not make money from a business standpoint.
Updating forgotten champs probably have to deal with too much changes from these champions so they usually do them one at a time. And with 120+ champs it's hard to do that in a timely fashion. With tribunal I'm not sure. It's only been a year since it was brought down, but I'm sure they'll have something soon!
I mean the reworks for champions is great, and they come out pretty regularly, but you have to admit some of their choices haven't been all that great. There are champions who really need it but are left unnoticed or not really talked about. But then you have to admit that they cannot change a champion too much especially since we have so many tournaments like LCS, wild card, what ever the other regions call theirs, and worlds is coming up in a couple of months.

Not a "necessary" feature, and they've said that they aren't working on this right now.

While this would be neat-o, its also not necessary.

Updating neglected Champions.
Have you not been seeing the number of Updates (both gameplay and visual) and Reworks that they've been releasing? They've significantly slowed down their Champ release schedule (A few years ago they release 19 Champs in a calendar year. This year they've released like 3.) and they've been working on Champs and items.

I think you're simply confusing "necessary features" with "features that you want"
