Do players really get punished ?

So I played a solo que game everyone callsed role I usually play Top so I picked Gnar...So the last player to pick on my team said can I please top on Master Yi (kept linking his 83% win ratio on Yi) I said dude I'm already locked in you have to jungle so this idiot keeps TP so I was forced to jungle Gnar... Anyways jungle Gnar was fun and annoying at the same time but this Yi goes 3/18 and feeds not only the top layer which was Cassiopeia but there mid and jungle then calling be bronzie because I argued with him... Second instance we get a volibear jungle who dives people under turret by himself and feeds every lane. Third I was even 150cs on Zed vs Ahri then team feeds and I end up going 1/6 after winning lane... I mean I know I am in silver but I play to win(and I'm not great by any means) not waste 30+ minutes to lose. My point is are people really punished after you report them ? I honestly lost 8 out of 10 games today because ofbteamates either yelling and arguing with each other or people locking in unviable champs like teemo top (I even had someone Braum jungle😡) I just feel like the community brings the game down for me. I love playing and trying to help people but the negativity makes me not want to play. League especially is like 80% or more teamwork so its very annoying getting these people. Its not a game like smite where I am able to almost single handedly win/carry the game, although there is big snowball potentional..... Maybe its called low elo hell for a reason I need to play with people who want to win😢😢😢
