Riot, you gotta make conduct more strict

simply rewarding good behavior with a mystery gift and punishing bad with a brief account ban doesn't cut it. 90% of people who get their account banned like this don't care because A) they usually have multiple accounts with which to troll on (sadly, that cant really be helped as far as I know) and B) often times they are there to ruin someone elses game. and remember, when I say troll, I don't mean they took an unconventional pick like adc xin Zhao and did badly, I mean they played ap riven and build 6 mejais or built 6 hurricanes on blitzcrank and would try to solo baron every time they revived. you gotta do something to make some of this conduct go away. in my opinion, they need to use permanent account bans more often than they do, as in if someone gets reported a ton and constantly, they are no longer allowed to play for a VERY long time. most people who quit this game do so because of the community, and thusly the ratio of ragers to non-ragers is going down steadily and it's hurting everything about the game, even your profits.

tl;dr: rewards and small punishments alone will not solve leagues conduct issues very effectively. we need heavier punishments of some kind
