No Pool Party Rewards for Me :(

Is it true that you might not be eligible for some of the pool party rewards if you have a history of LeaverBuster etc...? That sucks because I'm a college student and there is something that doesn't match up between my school network and Riots servers :P. 1 out of 4 games I get a firewall error, and 30% of the time it lets me back in. I don't know how the system works but I can play a bunch of games fine, but the instant I get the error I get another LeaverBuster with a longer queue. Sitting in a 20min one right now :(... If this affects the rewards than I'm really disappointed. I've tried everything and it hasn't been this bad until Season 4.
