I am glad you made this thread since I was going to make one too. Its one thing if someone is just being a troll, which should still be punished, its another when people cross a certain line. I had an ARAM yesterday and the enemy Karthus was such scum that even his own teammates where telling them to shut up. And since Rito doesn't leave mutes follow into the stats of the game at the end, the person then was going at it for as long as people were there. I sat there in chat to see how long he would go at it til he got bored. It was literally 20 minutes before he finally left the chat, with it being filled with a mix of trolling talk, saying you got no life, insulting your actual life.
Its one thing if you are just being a troll ingame, that is easy to ignore, and saying you got no life is funny since they are no more than a hypocrite since they waste hours themselves, but the last part is crossing the line. Why the hell is someone wishing sickness or death on someone over a damn game?
From what people say, Riot doesn't sound like they are making any attempts to fix anything, Tribunal from the sounds of it was the report system basically, it was where punishments were handed out, something seriously like that wouldn't take a year to fix. And an automated system isn't good enough alone. There is a reason why most companies have automated systems AS WELL AS a team of GMs with the sole purpose of looking over reports and watching the community to see how they are acting. While Riot can't do the 2nd part since its not like an MMO where everyone is on the same screen, they can do the first one themselves and the Tri did it too. But they removed it. I am sorry but I know its a lot of work, but you don't take a year to fix something of this importance, their next Skin sale can wait. Most companies would literally have such a drastic system up in a matter of days. Hell, most the toxic people I hear in League would be banned in most MMOs, they get away with it here since Riot has nothing really in place to stop them.
