disable draven for people that are low priority que or chat banned...

will make the whole world forget about fuckin tyler 1.. i have reported 2 dravens today for tyler 1 ing it up.. and u know what happend... i got a notification that the person had somthing happen to their account... i have never had that happen before.. and 2 in one day... and when i report a draven main both times.. fuck tyler 1...
