I believe Riot mentioned that the honour system is based off of how consistently you are honoured, rather than the amount of honours you have received. For example, if you get "x" amounts of honour (assuming that the people honouring you have a good honour score- I'll mention that later) within a short amount of time, you will likely receive a ribbon as opposed to just getting a certain amount of honours overall.

The more honours somebody throws around, the less their honour is worth. If somebody who rarely honours players at all throws you an honour, that's going to count toward that coveted ribbon a lot more than if somebody who honours everybody honours you. It is more beneficial to be honoured by somebody who you've never played with, than a premade team, so don't think you can get your ribbon by gathering up a group and forcing them to honour you every game.

Wow, I think that's the most times one person has ever said the word (or variations of) "honour" in one sitting.

its extremely difficult to get a ribbon these days. Honoring people has weight just like reports do and since most people don't use the honor system at all, most of the honor you do get is from people who just honor everyone so it is worth very little or nothing.
