Can we please add balance testers to the PBE?

Im not usually one to complain alot but i feel this is needed. riot even said that the PBE is really just used for finding some bugs, but why cant we have some balance testers on there too? The community woudnt have to feel as powerless like with the and changes and not feel as pissed off (possibly) with because others are giving input on how to change it before release
