Why does riot keep punishing their own player base?

So now, if you get reported you can't earn hexatech loot for upwards of 3 months. This is the most insanely stupid thing I have seen riot do since.. well their last absolutely broken champ release. Hexatech is a good system and its fair that while you are restricted you can not earn loot, naughty you, looking over what IS and IS NOT deemed reportable Trash talking but not saying anything offensive totally reportable, asking someone if they are a woman on their period Not reportable ????

So now, you lower the exp cost of new accounts AND introduce a minimal three month ban on earning free content for you 'free to play' game. You want smurfs, its official Riot wants smurf accounts to completely ruin the lower level games and divert new players by being absolutely crushed at what should be an equal game. It's mind boggling how dumb some of these decisions are but then Riot doesn't care... because you can BUY the chests. Utter, Alistair crap. You want to show you support the reform of toxic players and aren't just lining your pockets hoping people get reported but want loot bad enough to buy it. Remove a person's ability to buy loot if they're restricted as well, put your financial gains where your mouth is Riot otherwise I'm calling crap on this carefully designed system that capitalizes on the overwhelmingly toxic playerbase.

Everybody gets reports occasionally. Reports themselves have no effect on your account whatsoever; it's when you get punished that you become ineligible for certain rewards, and if they are verified as legitimate reports.

What makes you think it's not a punishable offense? Sexist remarks are hate speech, and hate speech is punished quite severely. If you think your report isn't effective enough for a severe offense, then submit a Support Ticket.

No. The reform period is variable depending on the severity of your offenses and if you keep getting reported for that behavior after your punishment. The "3 months" is for how long it takes your punishment tier to drop 1 step and is being misquoted for the Hextech eligibility. Riot NeuroCat said they will be doing something to make your reform status visible.

You can open your chests once you have reformed, they aren't going anywhere. The ability to purchase them during that time means you can benefit from temporary deals and not be punished yet again by missing out on it; if you aren't going to reform, I'd advise you don't buy them.

but it doesn't adress the underlying issue.

I may be wrong, but I believe that your "underlying issue" is the fact that the game is appearing to become easier for higher ranked players to make smurfs.

Smurfs don't ruin the game as much as you think. Just because someone's smurf is in silver, doesn't mean that they're playing against legitimately silver players. If it's the smurf of a diamond player, there's a good chance that the smurf's MMR is already gold, and will be matched against gold players. Now yes, this seems a little unfair, but there's also the skip system too.

A high ranked player making a smurf account, even if they land in silver after provisionals, will likely skip the majority of the even numbered tiers. Because MMR is taken into account, high ranked players on smurfs tend to skip a lot of tiers, going directly from gold 5, to gold 3, then gold 1,(and potentially repeating the skip pattern in platinum) because their MMR is so much higher than others in their current tier.

Sure, the few games they play that have them pit against players lower than their original's elo will be likely unfortunate losses for the lower players... but it's hardly a problem.

MMR and Tier balance out quite well, to skill. 1 loss isn't going to kill you. If you're meant to be in gold 2, and that one loss against a challenger smurf kicked you back to gold 3... you'll get back to gold 2 on your own.

As for the smurfs that purposely lose games, in order to decrease their rank and/or land in bronze. Riot isn't to blame for these people doing that. The players are the ones abusing the system. It's not Riot's fault that it's possible to do this, because the changes are geared towards new players. And Riot does everything they can to prevent it (which relies on players to report).

If you're complaining about toxicity, realize that Riot can't do anything about that (they can't monitor every last game every second)... YOU CAN. Report players for being toxic, that will reduce toxicity. It's as simple as that.

This system is still in a sort of beta/alpha phase right now. There are going to be issues. Riot workers are only human and can only do so much. If someone gets punished they definitely should be barred from earning things that are earned through teamwork and effort. If someone has been reported they can file a support ticket and see about getting it retracted. If you are honest to God not a toxic player they will do something about it. Don't just whine, be proactive if you really care.
