Streaming Delay?

Someone told me, if I stream league there "will" be a 5 minute delay plus the normal delay in general. Is this true? My delay has gone up to 15-20 minutes and I believe this is because of my connection being too slow for league plus streaming. I've never heard of this forced delay for league streamers so at the moment I'm fairly skeptical to it. Anyone got an answer?
