So do you guys have a website for looking up summoners

I need one that searches a part of a summoner's name then shows all people who have that in their name, similar to elophant. The problem with elophant is that my friend isnt level 30 yet, so I dont think he's on there. The reason I need a tool like this is because I know most of his name but not all of it.
