Percentage of toxic players on various servers

Just a couple of hours ago, I experienced one of my worst ranked games on EUNE. I don't want to dwell on it too much, but in short:

I was last pick and the 4 people ahead of me took Hecarim, Katarina, Ekko and Ryze, all with the intention of going mid/top. I called support, but they forced me to take an ADC. I did so, but was surprised when I was left all alone bot to defend against a tough lane. Needless to say, I did not get a lot of farm and once midgame rolled around, Zed kept assassinating me. Below I included a transcript of what my midlaner said to me in the defeat screen (I muted the team around min 15, after they started spouting insults, so I don't know much else):

My question is this: what is the density of toxic players on the various servers? I love the game, but it seems that once the tribunal disappeared, the number of players acting like legitimate mad men increased considerably. Is this a trend experienced only on EUNE? Is EUW truly the promised land, at least in comparison to this? What are your experiences?

I have heard opinions that Riot's focus is more on NA and EUW, as the flagship servers, and that EUNE grew into a cesspit of players. In addition, a percentage of the polite people also chose to migrate to other servers, making it even more unbearable for those who stayed behind to slog through solo queue.

I have sent several reports for those players who stood out as incredibly impolite, but I always get the same reply for the ticket submission: they are investigating the situation and cannot disclose anything more. I don't think there is any way for us to cleanse the server, even via reports, so I am truly considering a transfer. Is this a solution?
