It might not be, just like the Mandrake Ward. Last I heard they were looking to convert Abyssal Scepter into a tank item, but wanted a new mage item to fill it's spot. I imagine the Abyssal Scepter changes are dependant on said new item's development.

The new Abyssal Scepter has been put on hold for a while, just like the Mandrake Ward.
