Can a ADMIN record in game chat? (TXT)

I was wondering if a admin can record Gameplay chat? Asking due to suspected underage players trolling, bullying others and verbal abuse i see sometimes in LOL. Knowing that admins can't track a valid age, but can they record in game text as well? If a report for underage or just poor game play is reported, will a Admin watch the player and see what he or she texts? I don't see why we can't block players from in game chat or vote to block in game chat to other players that text bad things that make others mad and want to fight back.

(Once I told a player to "chill out" and that set him off for about 20 min. Kill stole players lanes and just would not stop ranting on about being in the 6th grade. Even called me a "N****" because i said two words "Chill Out")
