Reroll a Champion Selection Screen?

What if a Roll button was added to champion select in which you can queue dodge without being penalized. However, to re-dodge a game without penalty it will have to build up over time by games. Maybe every 15 games you get 1 re-roll?

That will get rid of problems with trolls.
