That is too hard to answer. Because how reliable something is, that is going to be dependent first and foremost on who it is. You could have a guide that is well written, or a streamer who is entertaining, buuuut they could also be an idiot. It's unfortunate because this is not a good answer, because it's not a solution to your question, but it's the reality of the situation.

I want to strongly dissuade anyone from using mobafire. I've seen nothing from its results except that it teaches people bad habits (and can even cement up their thinking and lock them into wrong ideas.) The most obvious worst thing about it is that discourages new players from learning how to build and that is very, very bad. It teaches players bad habits, it makes them think "builds" are a thing. So they go into their games, they follow their build, and they do bad and lose because of it. Because they aren't thinking, they are following the build and they make poor choices because the things they are doing are poor choices in that game. But they are "followin' the build" so they do it anyway.

And I will disagree and not recommend Pants Are Dragon. He's a good player, and I am sure he is good guy and fun and all, but he is not a good teacher. His teaching videos (the ones I've seen, ofc) are not useful ("Oh? Randuin's is a defensive item that is good against physical damage, thanks for telling me. /s"). And I've seen and played in low-level games where people play, like, Jungle Talon, because they were encouraged by his videos to do so and the results were predictably as bad as one would think.

A good idea is to make custom matches if you need to learn some mechanics. For example, need to practice riven animation canceling? Go practice on custom.
Watching streamers doesn't really improve your gameplay, GUIDES however, can help you learn tricks to get better, while they cannot improve your overall gameplay. I recommend watching Pants Are Dragon, as his guides are very informational.

I WOULD SAY THAT THEY ARE PRETTY RELIABLE. THEY DEFINITELY HELP TO POINT YOU IN THE RIGHT DIRECTION.

popular streamers with high rank are good to watch. Mobafire isn't really good. Some guides that are highly rated can easily be misinformed. Honestly, play the game and you will see the strengths and weaknesses of characters, as well as situational build paths.
