Was talon "rework" a failure?

Well, lets start it off with some stats. Before the rework talon was at a 49.8% win rate. Which i assume is where rito aims for champions. Right around the 50% mark. Currently he is at a 47.9% win rate. Some if the reason could be the current meta, but personally I don't think that's the case. The update to talon has cause a few problems in his game play. It has also helped him a but I will say. He is much more mobile now which isn't a bad thing. But he paid for that by having an even worse lane phase. His gap close is too short to be used in lane for trades if the enemy knows your range it is very easy to stay out of it. I know they want talon to focus on roaming more. Which is an alright play style to have i suppose. But to roam you have to push the wave, and that's not really something talon does well. He is decent at it, but most middle champions do it better. Then you are locked down in lane. His passive is a decent upgrade. His old one wasn't great but it wasn't as bad as people made it would to be. I like the passive change! But losing the % dmg on his e as well as the outplay ability it had. Has hurt him quite a lot. Not being able to use it to dodge skill shots, has led to even more poor match ups for him. There are only 6 champs he has a higher then 50% against, and even of those only 2 over 53%. I do like playing talon, but it just feels like there is rarely a situation in which he is a viable pick. Seeing as though he only really has dmg abilities it leaves him in a tough spot. Get fed and kill people, or be as useful as a minion. The stealth changes did help him a bit. But with his play style revolving around basically only roaming and how bad he is during lane phase it doesn't seem like he was setup for success. I don't think a simple buff will have the impact on him that it needs. While it may help, I don't think it's the numbers that are the problem but rather his game play style. Before the rework I was never focused on roaming, I tried to win my lane which he could do, he wasn't great at it but he could. Now his laning is worse then it was before so you have to roam. Which putt you in a tough spot, the other team knows what you are trying to do so they can play around it and if talon doesn't get any kills after a few roam attempts hes in a pretty bad spot. I do like the idea of roaming. But that's really all he is good at now. He was decent at laning and roaming before it just feels like he has been pigeon holed. All in all I would rate this rework to be a failure. I hate to say that. He also feels less rewarding to play now. He has no real out play potential. When you succeed in a fight it just doesn't feel good. I loved talon, I have played him for years. But now I find myself playing other champions instead, honestly it makes me a bit sad. He was easily my favorite champion, but now. It just seems like there is no point to play him.

TL;DR Lane phase worse, roaming better, can't outplay people. Feels less rewarding. I see rework as a failure.

Winrates are a terrible, terrible metric for determining power, especially for assassins.

Dude, reworks canno be failures, unles they're exactly the same as they were before, and we get it, you liked the old Talon, I liked the old kat, I accepted her rework, you drag up meaningless statistics(btw 2% difference really isnt a big deal here, like, at all, it could just mean people aren't used to him yet and are still learning him, and reworks ALWAYS lead to winrate drops because different people are playing the champs.) to try and get it revoked month later, he's different now, just drop it. Oh and btw, he can definetly outplay, his e has way more range and chance to reposition, his teleport is now a dash, and he can out manuever just about anyone, just learn how to play the new him.
