Is armor pen in the jungle viable?

Since the new jungle is basically what its going to be for awhile, I have spent the day readjusting all my runes, masteries, and playstyle to fit with it on all my jungle mains.

I got warwick working, Trundle, Nautilus, Maokai, Hecarim, Pantheon, and now I am at Jarvan.

From what I understand Jarvan is a top tier in the jungle right now (I haven't really seen him) so I have been rechecking the wiki for more specific stats, looking at numerous guides, reading comments etc.

Something caught my interest though, Someone saying to build armor pen on Jarvan, since not only is armor pen overpowered right now, and works great with Jarvan specifically, and actually works in the jungle? So do I take flat AD marks or Armor pen marks is basically my question, I kind of had issues with clearing on Jarvan in the new jungle, so I don't know if it would help or not.
