The Unskilled Player report feature requires tweaking,

TL;DR at bottom, sorry for the length. :)

Reason 1: It is the most highly abused reporting tool in the game. For every time someone sends in a report along the lines of "This person was a Bronze/Silver player matched up against Plat and Diamonds and they lacked the skills to have such high MMR" there are thousands upon thousands of "OMG NOOB FEEDER TRASH BAN HIM FED SO HARD NOOB" messages, or things along those lines. Although other reporting tools are misused as well, this one is the worst of them all in my opinion.

Now, I understand that as it is, this feature does almost nothing. If Riot sees a legitimate concern (such as in my first example) they will look into it, otherwise the reports are ignored completely. But let me speak on how it contributes to toxicity, leading to my... Reason 2: People who don't understand the report's purpose use it to bully others. I'll give another example: In a game with all Bronze 3 summoners, on the same team, Summoner A has a tough lane matchup. Summoner B has an easy lane matchup. Summoner A gets camped and goes 0-4 in lane, letting the opposing laner and jungler snowball. Summoner B goes 3-0 in lane, but since Summoner A lost their lane so brutally, the enemy team snowballs off that and wins the game fairly easily. Summoner B is upset, understandably, but decides to take it a step further by saying in all chat; "please report this noob feeder unskilled gg ff@20".

This is unacceptable behavior. Even if that is all Summoner B says in that situation, the only things that could be accomplished are negative. Summoners A and B are the exact same division, so the point of Unskilled Player is not applicable. The only thing this accomplishes is it makes Summoner A feel even worse about that game than they already did, and more than likely it will incite an argument (as I'm sure we've all seen.) This is the definition of toxicity. And more than often reality is much worse than my example, with 1 to 4 ragers spamming to report 1 or 2 players who's only crime was making some mistakes. In a majority of cases of rage I see, the Unskilled Player report is brought up in some way as a bullying tactic. That needs to change. Also, some may note that "even though it does generate toxicity and general bad feelings sometimes, it is good that ragers have this option to send a useless report and not misuse another option." I understand this point, but I disagree on the basis that it still creates more harm than good. Firstly, nothing balances out the amount of bullying it creates in game. And secondly, I think that if people were still petty and cruel enough to report honest mistakes as something like "intentionally feeding" or "assisting enemy team" despite those things not being the case, it serves them right to lose the weight of their reports.

So, what do I propose? I think it needs to be made clear to all summoners that "being bad" is not something you are allowed to report people for. The name of the reporting tool, Unskilled Player, is misleading. I think it needs to be changed to better fit it's intended purpose, something along the lines of "Significant Matchmaking Error" with the same warning already contained that this report does not involve the Tribunal or punishment in any way. I also think that some sort of article (perhaps a news post like we see about Patch Notes and the like) should be presented, outlining the changes and the purpose behind them. This should also 1. Have a positive message about being positive summoners! (Yeah! :D) and 2. a reinforcement that BEING BAD OR PLAYING POORLY IS NOT REPORTABLE UNLESS IT IS BLATANT AND INTENTIONAL TROLLING.

TL;DR: Unskilled Player is used as a tool for bullying more than for it's intended purpose; rename it and make it clear that YOU CAN'T REPORT PEOPLE FOR BEING BAD AT THE GAME OR MAKING MISTAKES

Honestly, just take unskilled player reports out of the game. All it does it fester toxicity. If we took out that, and fully implemented Teambuilder in normals, toxicity would go down by half, easy.

It doesn't do anything and serves no purpose now that the report system has been slightly reworked with the final release of the Tribunal and the Honor System.

People constantly insist they're reporting me for "intentional feeding" despite the fact that I get camped and blown away in lane. It's one of two things:

  1. People don't understand the "INTEIONTAL" part of Intentional Feeding.

  2. People don't care and will report you anyway because they're angry.
