Dealing With Trolls

Hello everyone, I recently was matched up with someone trying to troll saying "I'm going to feed rip" and picking taric with teleport/revive and because of him 7x in a row someone left during champ select, this causes loss of LP for those who leave but not for him so I thought of something that could deal with people like him..

What if there was a system in ranked where you can start a vote to remove a player from the selection and no point losses occurred but it put the person who was kicked on a 5 minute duration where they can't re-que.

This as well as an option to report players in champ select would be awesome.
