Pre/Post Game Reporting

Just had the pleasure of encountering two people that in Champ select threw every racial/ethnic/sexual slur in the book out. I am sick of seeing this and no punishment. If it isn't acceptable in game, it shouldn't be there either. If the system is automated there is no reason why this should not be implemented already. RIOT has taken many steps to ensure minimal racism/sexism (etc..) remarks. Why not make a larger influence by implementing a system that covers all aspects of the game?
