Why is surrender a function?

If asking for a surrender once is negative attitude, why is it in the game? It's one of those trigger phrases everyone latches onto in these reform ticket justice porn threads. I can understand spaming ff or asking to every thirty seconds, but if you ask to once or ask why people said no once why is it in the game to begin with?
