Anyone knows how to make separate LoL Launcher per region?

Hello, I didn't know this was possible until I played on a Computer Cafe near my University earlier today. I was wondering if anyone knows how to do this? What they did is make separate client launchers (shortcuts?) so when you run it, it's already in your desired region instead of clicking the change region button. Thanks to whoever will help. I tried using google/search but I can't find it or maybe I just searched the wrong words but w/e. Again, thanks to whoever will try to help.
