Why doesn't Riot use Dota's afk system?

I rarely get leavers/afkers in Dota 2.

League is a different story, every 2-5 games there is a leaver or afker on either team.

They do, now. New LeaverBuster is very similar (at least in the punishment) to Dota's system. Detection may be different, but I have no idea since Riot refuses to explain how it works. For the sake of comparison, here's what I know of Dota's:

You are marked as AFK/leave if... You are disconnected for a total of 5 minutes. You gain no experience for 5 minutes. You actively quit the game and confirm, preventing yourself from reconnecting.

There are probably others, but that's what I know.

If a player never makes the connection, gets dc'd before game actually starts, game should just not count. The other 9 players are returned to a high priority matchmaking pool, the non connected player is punished (punishments get worse if this is a constant occurrence).

The punishments should get more and more severe to limit ppl from using this to dodge a bad draft

as an added bonus, they could also implement the game not counting if a player is dc'd before first blood or the 5minute marker, maybe a caveat would be as long as that player isn't in a stack (to deter duos+ using this to dodge unfavorable drafts).
