ARAM still filled with bots

just got done playing aram and while I'm used to playing with one or two bots on each team, this time I had 4 on my team. literally all shared the same movement, all 4 used ghost in perfect synchronization at one point, and none of them went to bush/heals (BOTS will always stay in the middle of the lane).

these aram bots have been around since at least season 4 and its almost season 6.

it's so blatantly obvious they are using bots and they are not getting banned. Why is RIOT this stupid?
