And how do you determine what are legitimate reports or not? If someone likes to play anti-meta picks (which isn't trolling, it's simply fringe and not as frequent) they are often lumped in with trolls. Personally, I feel that while this idea makes it more difficult to abuse, there is still potential for wrongful dodges and false reporting based off of a few situations. There are the instances of someone dodging because of standard dodge reasons such as a losing team comp and then just picking someone to report so they can save LP. There are the situations where someone doesn't get the role they desire so they'll use their dodge and then report whoever got their role wrongfully. And then the situations of dodging because you get something that is off meta in your game and then wrongfully reporting that person as a troll.
I'd also require a review of the reports/reasons before any bans are implemented. People's main complaint with dodging is the automatic institution of a penalty and the same with LeaverBuster, so how is it a good solution to institute another form of automatic penalty? Just seems a bit counter-intuitive to me. As far as ideas for handling the dodging situation, this is one of the better ones, but I still feel it needs to have a few problem areas addressed and have some fine tuning on details before it could be considered as a legitimate resolution.
