Riot needs to make a system to fix the auto locker and champion select trolls

Can anyone think up a good way to have riot fix champion select trolls. They have always been a huge issue and so far riot hasn't even looked at the problem. The most you get from riot games support when dealing with them is, "sorry we cant do anything about it." I've had an idea where you can report someone in champion select and if enough of the team reports that one person a rioter will intervene in the select. They also need a way to remove unfair leaver buster timers as well. If we can get enough discussion on this topic maybe riot can look at this can take some ideas from it.
