When do you end up getting PBE

(I think I put this in the right area of the boards) I wanted to know when do you get a PBE or if you ever get it because I applied for one like two or a year ago and I never understood if at some point I am going to get it or if I am never going to get it like riot are you being a big nah nah i am kidding i love you riot but i was just wondering if you ever end up getting a PBE account or you wait like a decade for it i know other people before have probably asked and haven't gotten in it but i just wanted to know?
