Is Dragonblade Riven and Warring Kingdoms Tryndamere still staying after the 23rd?

Most of the Lunar Revel skins are permanent but I want to know if these skins that returned are staying for GOOD now.

They're still legacy skins, which means that they'll be returning to the vault after the Lunar Revel.
