Just a bug obviously :)
He has a cool recall and some special voice overs. Guess that's what passes for legendary.

It has awesome changes, voices and additional dialogue. That is what makes it legendary for me.
It is a legendary skin but riot reduced half the price because of all the good feed back from esports. It has no animations, dialogue, animations etc.
