Riot, your system is slightly flawed

I've been chat restricted before but now that I don't swear at other players, I've noticed I've never received chat restrictions. However, I still get super toxic frequently without swearing. so while RIOT does seem to do a good job of cracking down the ones that use extravagant cuss words and racism, it fails to punish any snarky sarcasm or snobbish attitudes. (as long as you don't swear) I'm sure a lot of summoners have had that terrible experience when you die because of a misplay and your teammate 0/3/1 20cs in 10 minutes top laner goes "clap clap! that was so brilliant!" or "GOOD JOB! That was SO SMART OF YOU!" Personally these sort of snide sarcastic comments can annoy people more than being raged at with a list of swear words or racist remarks. Yet this type of commentary goes largely unpunished. I've gotten immediately punished for swearing on a smurf. Yet I've never gotten punished for being overly sarcastic and annoying. Now obviously I understand this is hard for Riot to take action cause when Riot opens up the chat log, all they see is "GJ! That was so PRO" or "you deserve a round of applause!". All of them seemingly positive remarks but anyone in that game would know I was being very sarcastic and very toxic. I really can't think of a solution for RIOT besides having to manually watch the replay at the time of the comment to evaluate whether something was toxic or not but as of now, you can get away with so much toxicity as long as your not swearing and using racist remarks.

but more importantly, I don't understand why Riot are so concerned with toxic chat when bots are running rampant in dominion/3v3 and even 5v5 games. I also don't understand why feeders get away with feeding game after game on purpose while someone that swears would get punished (literally I've seen dozens of accounts that do nothing but afk feed for over hundreds of games). Summoners have the option of muting a player to counter any toxicity but we have no counters to a team mate thats a bot or a guy feeding on purpose. So why would you tackle the chat problems when every summoner has the tool to mute that person. Isn't it logical to try and solve the bot and feeder problems? Especially when a bot or feeder makes the game unplayable whereas a game with a flamer can just be muted and played on? don't get me wrong, the chat bans and the detection of swearing/flaming is great. it's just that there are more pressing matters that the company should be tackling.
