First placement matches are too forgiving

I was placed in Bronze back then, in season 3 (skrub, i know), but I had some basic grasps of the game. Pretty okay, I accepted it and climbed up this season (Didn't bother in season 4). And one of my friends, he reached level 30 a few months ago. So he wanted to play ranked, and I said "Why not?". Okay, we lost a couple of games. Not too much, I can climb back up. What impresses me is the next game. He was forced into jungling and he asked, as we were Skype-ing, "What's jungling?". I explained him a bit, and he went into the game having not a single clue what jungling was, what smite did, what blue and red buff did. Then I started realizing he had almost no clue on how to play the game. He only knew the item build for Teemo. Everything else was "What do I get next?". I told him to not play his last placement, as he would end up in bronze 5 or something. But of course he goes another ranked.

He got placed in Silver 5.

I mean.. He went like 2-8 on his placements, most of them with beyond awful KDA, CS, etc. and he got Silver. Isn't that a little too much?
