Perma Banned from LoL. Will my friends know that I've been banned?
Are my friends able to see that I have been permanently banned from lol?

Yea, they all get text messages with your reform card.
Thr34t was just being sarcastic. No, nobody is informed that you've been banned or punished (not counting the anonymous popup the players who just reported you may get).
Unfortunately, you won't be able to get your friends list from Riot either, so you need to know who they were and find them again if you make a new account.
You don't seem very phased that you got banned xD
