What happened to Event Icons being available for IP?

Riot has completely gone back on their word. Even the Lunar Revel event that they directly referred to as an example of Event Icons that are intentionally made available for both RP and IP purchase when people questioned Riot is now only available through RP purchase or use of RP.

I want to get 4 skins (HS Varus, Firecracker Jinx, Marauder Ashe and Warden Sivir. - and I have just enough RP to get those 4 skins. I will be spending roughly 3.5k RP to get said skins. And after I spend all that RP, Riot expects me to spend another 250 RP to directly purchase one Lunar Revel Icon and needlessly gift someone a Mystery Gift (which costs a further 450 RP) to get the other. Bear in mind that these Icons were never meant to be RP only according to Riot themselves.
